case. This discrimination handicaps the British article and the Bystem suggested in par: 3 above is therefore
preferable. This system should not however be applied to Linseed Oil of which the Colony has a large local consump tion for shipyards and shipping. It would be preferable
to prohibit the re-exportation of Linseed Oil of British origin rather than cut off suplies, but an exception made
in favour of retail consignments to China and Indo-China
by the telegram of 4. 10. 17 should be continued.
Rattana. These are imported in large quantities from the Netherlands East Indies, Singapore, British North Borneo
and Indo-China and are re-exported to China, Japan and in
smaller quantities, to U.S.A. This trade should not be
interfered with. In the case of imports from Singapore
the system in par. 3 should be applied, if the mattans in
question originate in British Territory.

Rubber.
(a)
There is a regular trade in old rubber to Japan.
This is now covered by the transference of rubber to Class
cm
Silver. The exportation of local stocks of silver bullion
and of silver coins current in Hongkong is totally
prohibited: but the Colony could not without most disastr-
-ous results to the trade of the whole Far East interfere
either with the movements of Chinese Silver currency or
with silver coins and bullion in transit using the port
for transhipment only.
(t) Tin.
Separate representations have been made regarding
this metal. The present restrictions are a great handicap
to the trade in Yunnan Tin.
(u) Tungsten Ore. The position now is that transhipment of
Chinese tungsten ore is permitted to all Allied destina-
tione except Siam: but for shipment to British Possessions
and to the United Kingdom the permission of the Secretary
of State is required. There is a small local production
of tungsten ore but the total quantity is negligible
compared
